Uneasy. Nobody knows what's going on and nobody seems to be able to figure it out. Homeless people and perhaps gang members may feel targeted and scared and many of them might even be wanting to find a way out of the city if they can.

On the other hand, it's also possible that there'll be trouble-inviting people at least pretending they know what's going on, just to seem like hot stuff. If they're too loud about it they might find themselves being questioned by the police/feds/etc... but ultimately found innocent of anything. How embarrassing.
