Lyall is considering going public but doesn't want to do it alone. If he actually does it, I imagine he'll get an invitation to the conference. Even if he doesn't, I think I'll finagle him into going somehow, anyway, provided the teleporter is numbers-public knowledge by then. He can't afford the flight, or the time it would take off of school :|
