He'll find it hard, to say the least: nobody seems to want to touch the "Numbered issue" with a fifty foot pole. Those close to Locke are especially likely to turn him down, but he may find some who seem sympathetic - some probing might reveal that there's been some talk lately of how laws would apply to beings that simply aren't human.

He might have more luck with those further afield, but there would obviously be some issues involved there. Not least that Albero and company would be eager to drive off anyone trying to represent the Numbered this way!
