"Soft 2" could, for example, be a scenario where parts of the world around the less protected echo areas are in shambles and inhabitable while areas that were far away from the invasion are still perfectly fine except for the obvious lack of supply with international trade products/energy - for example New Zealand, India and southern Africa would in this scenario be unaffected while large parts of the US would be a wasteland.
