That said, a year was pretty much... precisely what I was going to suggest! Alternately, that also gives time for things in the ruined areas to develop - has Vegas already rebuilt? (Why, of course, probably.) But what of Locke City, has any unscrupulous businessman taken advantage of the devastation? (I'm looking at one person in particular. HE KNOWS WHO HE IS.) Obviously it'd probably be something that would have to be discussed in full and more formally, but that both gives a chance for turning a new page in characters lives, and having things settle in their lives after the near-end-of-the-world and ALSO give a clean break, an easy starting point for both old and potential new players alike!
Somehow establishing a couple of set "key" geographical points, perhaps with plot things to draw them there, would be ideal as well, especially with the world opened up to them.
As far as apping goes, my suggestion THERE would be to have an early, open "free pass" period prior to "official" applications. Have the players submit their character blurb, their old StE app, and so forth. That way if there's anyone who decides to not make a transition, that character is thus freed up to other players, just as it would be in the actual game after a drop. Just a suggestion, however~
