Agreeing with the above, I think to at least have one safe haven where things are relatively "normal" (though obviously less comfortable than they are now) might be good. Perhaps New Zealand? They have experience with quarantines and are far away from everything, including the echo boundaries.
I'm thinking a bit along the lines of Iceland in Stand Still Stay Silent which exists in a post-apocalyptic world but aside from lacking a good number of conveniences of modern life, partly due to energy shortages (no oil) and partly due to barely any imports, is a perfectly safe and normal SoL place to live... except for those of its people who guard the borders, do international trade or go abroad to get back ruined land.
