I'd suggest doing that, it really helps me in plot generation to know what everyone's capable of, if nothing else.

From that, he'll find that General Miller isn't in there (no criminal record) but Vincent Albero is suspected or a person of interest in thousands of cases (including murder, arson, drug trafficking, dog fights, prostitution, theft and many more) but that he's never been so much as arrested. And since he'll be looking for the name Albero and not the name Vincent, he'll find that similar (but much less impressive) rap sheets for a now deceased Uncle and two cousins. He'll be listed as being suspected as the head of the Mafia in Locke City, but it's pretty much a sure thing even just looking.
As for Chief Edward, he has a clean and long service record.
