Yes, Kotetsu can get in as "authorized personnel", but ThunderCorp. will be doing a lot of bluffing and distracting. Obviously, characters can work to get around that, but the modus operandi will be to keep the authorities distracted from the real root of the problem even though they will claim it's from testing of new 'clean energy' technology they're working on.
